As of July 2025, The City of Philadelphia no longer offers a minority, woman or disabled-owned business (M/W/DSBE) Program. Subsequently the City, by way of Executive Order 06-25, will through its Office of Economic Opportunity (OEO) administer a new program call the Small Business Program. This program is race and gender neutral, however, businesses have to be within the revenue thresholds outline in the small business requirements.

Current M/W/DSBE owned businesses that wish to participate in the City’s Small Business Program should get certified as an SBE by an approved certifying agency.

All companies applying for the OEO Registry as an SBE must complete and submit the OEO Registry application for review to determine eligibility.

Registration is free. Applicants must be American Citizens or Legal Permanent Residents. Certifying Agencies must be domiciled in the United States.

OEO DOES NOT ACCEPT THE FOLLOWING:

Simple Registration Process:

  1. 1. Obtain certification from an OEO Recognized Certification Agency (view list in PDF format).
  2. 2. Submit an application for registration with OEO. To begin, select one option below. If you have more than one certification, use the certification with the longest expiration date. For example, one certification expires August 31, 2023. The second certification expires 12/31/2023. Please submit the 12/31/2023 certification with your application. Please note that your OEO registration is tied directly to your certification expiration/annual renewal date.

ATTENTION ALL VENDORS: completing questions B.14 and B.16 enables a prime contractor to determine your company’s capabilities.

All firms accessing this registration system must use a distinct and secure user account.
